After the democratic changes that took place in October 2000, the new democratic government was established, and in Serbia started the process of deep transformation of the society. The government obtained full support from International community for the reforms.
Current state analysis in forestry sector showed, that there is a strong need for changes in this sector, which is imposed by the long period of isolation, economic devastation and outdated organizational concept. The reforms are good, when they are carefully planed, based on clearly defined goals and well guided. Low technical resources, not enough qualified staff and lack of information about modern trends in forestry were the factors which induced the Ministry for Agriculture, Forestry and Water Management, the line Ministry for forestry sector at that time, to require technical and financial assistance from FAO, in order to start the transformation process in forestry. FAO agreed to provide financial and technical support in realization of the project “Institutional development and capacity building for the National Forestry Programme of Serbia”.
This project has essential importance for the future development of forestry policy in Serbia. The definition of strategic goals and priorities, supported with new forest legislation, as well as formulation of institutional framework which is capable to carry out the project objectives, will have long term importance for the forestry sector development in Serbia. This project will create institutional and legal bases for the formulation of the National Forestry Programme, which will solve the problems of forest practice and science by using the most optimal models. The improvement of the current unsatisfactory state of forests, will be the, on log term, the main indicator of the project success, and the final evaluation will be given by the future generations.
