Institutional framework and shortcomings

 

In November 2002, responsibility for forestry was transferred from the Ministry of Agriculture, Forestry and Water Management to the new Ministry for Protection of Natural Resources and Environment. The Minister is assisted by a Deputy Minister in charge of the Directorate of Forests. The Directorate has normative and regulatory functions for forestry. The operational and management responsibilities for forestry have been devolved to Srbijasume and since the beginning of 2003 to Vojvodinasume, two Public Enterprises for Forest Management.

 

Most of the institutional shortcomings in the forest sector derive from a lack of declared forestry, an outdated legislative framework, an overly optimistic forestry development plan and forestry institutions that are not structured, staffed, organised and equipped to deal with the challenges that are emerging in the sector as the country makes sustained efforts to achieve its major foreign policy goal of accession to the European Union.

 

The Project

 

The Project which is jointly supported by the Government and the Food and Agriculture Organization of the United Nations is intended to help the Government establish a modern forestry administration equipped with the necessary institutional tools and capable staff to promote and ensure sustainable and participatory management of the country’s forest resources in a market oriented economy. It will in particular provide the elements required for the development of a country driven national forest programme consonant with the national development and environmental action plans.

 

Objectives of the Project

The specific objectives of the Project are:

  1. To draft a forestry policy and strategy for the forest sector.

  2. To revise the existing forest law or draft new legislation harmonised with other national legislation and recent international agreements, conventions and resolutions relevant to forestry to which the Government is a party.

  3. To design a self-reliant forestry institutional framework capable of providing leadership for sustainable development of the sector, including private forestry development.

  4. To strengthen national capacities for policy and programme development.

 

Outputs

 

The expected outputs of the Project are:

 

Outputs related to Objective 1

A new national forestry policy and strategy drafted through a participatory process and taking into consideration the cross-sectoral linkages of forestry with other sectors.

A project proposal for the development of the national forest programme.

A draft communication strategy for public information and involvement of stakeholders in the forestry development debate.

 

Output related to Objective 2

·        A new or revised forest law with provisions to promote the conservation and sustainable management of the forest resources, the development of private forestry and participatory forest management.

 

Outputs related to Objective 3

·        Formulation of the mission, goals, objectives and functions of the Directorate of Forestry in line with the new forestry policy objectives and legislation for their implementation.

·        A proposal for a new forest administration structure.

 

Outputs related to Objective 4

·        Training of forestry officials in policy formulation and analysis as well as providing them with knowledge and skills in strategic planning for national forest programme preparation.

·        Workshops on national forest programme development.

·        Workshops on participatory forest management.
